This case, under the Social Security Act, involves the denial of Reyess claim for supplemental security income based on disability. Reyes was 56 years old when she applied for benefits on June 23, 1982. She has a third grade education and has worked as an agricultural laborer. She suffers from poorly controlled diabetes mellitus, obesity (she is 53" tall and weighs about 200 pounds), and degenerative arthritis. Her application was denied at every level in the administrative process, and she appealed to the district court. The district court remanded the case to the Secretary of Health and Human Services (Secretary). On remand, an Administrative Law Judge (ALJ) found that Reyes is disabled. The Appeals Council, acting for the Secretary, reversed the ALJ. The district court affirmed the Appeals Councils decision. We reverse.
